Answer:Section IV-6.4 is not consistent with the Official Plans and how the boom is built. Section IV-6.4 states: "A bail (stainless steel) for the Mainsheet turning block shall be located 13 feet 3/4 inches from the after face of the mast." Official Plan indicates 13-3/4 inches from the black band (which is at 13 ft 3-5/8 in from the mast).

2009-01-26Richard RobbinsThe proposed change (to get the rules to match how the booms are built) is: §IV-6.4 A bail (stainless steel) for the Mainsheet turning block shall be located 12 feet 1-7/8 inches from the after face of the mast. Official Plan is OK but would be changed to measure the bail from the mast rather then the black band.
